I spoke too soon.  I had the filename extensions wrong.  In the process, I 
stumbled across another problem.  The system is quoting me a price far in 
excess of what it should be.  It's the framing problem described at 
http://oshpark.com/guidelines.  The design files in question are sitting 
at http://661.org/tmp in case anyone is curious and feeling helpful.
