From the fact you're looking at below, I guess you're
building gEDA? (You might want to be more specific with reports like
this, as this list covers a whole suite of programs).

We'd need more details to follow up on this, but I don't recall having
an issue with gEDA and groff on my Ubuntu box. We probably need to see a
build log, or at least - the error message to follow up.

This is normal, ldconfig is never run from any "make install" process.
This step is down to the distribution's packaging scripts, or the person
installing the software from sources.
