A automated translate reveals that they list a lot of free tools for all 
steps until synthesis. There they conclude each vendor maintain their own 
set of proprietary tools (there's no free alternative). Some of these are 
provided (in binary form) for GNU/Linux and may even work from command 
line. They settle with Xilinx ISE WebPack because of the syntesis process.
