So the 'merge' feature is acting in a 'negative' way?  Since the
toppaste layer is where paste DOES go, you are drawing on the new
layer and then SUBTRACTING this layer from the toppaste layer?
On the other hand, your 'fab-notes' example suggests an additive
method of merging.  I didn't read all the code, but how is this
achieved?

I think it would make the most sense to set the
PCB::merge::mode=add or PCB::merge::mode=subtract to define this?
Or perhaps I am misunderstanding this.
