I have struggled with this back-side silk layer issue before. While I think
it is possible to do everything you might want to do with the current
arrange, but it is very un-intuitive. I would appreciate seeing the bottom
silk being a separate layer. I'm sure the currently available commands to
send a selection to the bottom layer could be retained so nothing is lost
in the transition.
