A footprint won't help, as footprints are restricted to full circles,
rectangles and rounded rectangles.

In PCB, I think that a solid semicircle can only be approximated:

Option A: A polygon with lots of sides.  I'd make it by drawing it
in Inkscape and coverting it to a PCB polygon with pstoedit

Option B: Make lots of concentric semicircular arcs with diminishing
radii.  I'd do this by
placing the largest arc, saving, and then copying and pasting in a
text editor and then
manually changing the radii of the copies.
