Because the goal of the 'device=' attribute, AFAIUI, was assigning
devices for SPICE simulation.  Since its introduction, the attribute was
overloaded in time by other non-related functions, e.g. DRC.  We have
already released this a bit by introducing the 'symbol=' attribute, in
particular, 'symbol=nc' [1]
