The caller is xorn/src/cpython/guile/scm2py.c
I cannot find that in guile git repo (as of v2.0.9), but there is a:
./libguile/numbers.c:scm_is_exact (SCM val)
./libguile/numbers.h:SCM_API int scm_is_exact (SCM x);
there.
Checking out guile master branch, I find:
