It doesn't say what it did (no image size or anything).  Ghostscript
was originally unix I think, it's used by GhostView (aka gv).  Linux
software is generally better quality than Windows shareware.  I wonder
what IrfanView would do with it.  Lots of things can make images
smaller, including IrfanView.

So you start with raster but you want vector?  For the best quality do
it by hand.  Open it in GIMP and trace paths on it, export those to
vector.  It will take time and practice and probably studying.  But
you can do it better than some machine.  There are help files.
