Save as something like tiff, bmp, png (use a few) and see what PCB can import. I've never gotten as far as using PCB because I don't have any way to print and etch. I mostly draw schematics. PCB files aren't typical image files that you're going to find in many places. But PCB may be able to import more typical image formats and use them . What is that PDF so small? Try working with something at least 1000 pixels across, it'll come out better. Most printers are like 300 or 600 DPI (dots per inch) and pixels become dots so you want a lot of them. That's icon size. Oh, I just looked, pstoedit is vector stuff. In Linux you could try Inkscape or Libre Office Draw. Gimp, Paint Shop Pro, Irfanview are mostly for raster. Raster is dots like pixels, vector is lines. Vector stuff you can make big and it still looks good but this looks like it's been pixels. It has jaggies instead of smooth lines.
