Analog devices LT3048-12 looks close to what you want, but is limited power
output (400 mA). Maybe you could parallel some to gain required power
capability, but that goes against your fewest parts requirement.You should
contact Analog Devices for recommendations when connecting in parallel.

I'm really guessing at your needs because you didn't spec things very well.
TI has a part that might work for you.  I used their web bench to find a
part and let it design ...TPS61089RNRR
 =E2=80=91
2.7V-4.2V to 12.00V @ 1A

It's fairly small, but consumes 14 parts. They estimate the BOM cost at
around 8 bucks. There's even a layout for you, which is really amazing to
me.

SMPS design is *hard* and that's why these guys try to simplify matters.
Your required input voltage is on the low end making matters worse. You
said 3V, but what is the min? Is it 2.75? Did you mean 3.3V? Do you care
about switching frequency? Do you care about output ripple? What is the
range of output current? What about protection against short circuits? All
this matters. Finding controllers takes a while - as you are finding out.
