I believe those numbers refer to the positions of the refdes/text labelling
features bound to the gEDA PCB layout element.

pcb-rnd allows an arbitrary number of text objects within an element (=
subcircuit), and does not have an equivalent hardwired set of text position
descriptors associated with a subcircuit.

KiCad is similar in having hardwired refdes and value fields in their file
formats, both legacy and s-expression.
