ASCII conversion could be achieved with relatively low effort in translate2coralEDA with a dedicated parser. Binary conversion would require some form of format description to work with. If you are not in a hurry, I could implement a converter if provided with sufficient information. translate2coralEDA is the long planned refactor of translate2geda, with support for padstacks, polygons, arbitrary text +/- rotation and arcs in footprints, when exporting to pcb-rnd, but export of a simpler feature set is still possible for gEDA pcb.
