Chad,
Just a note to say that your work-around does not require a large
outline or anything that may cause other problems. It will work even
with a small, un-noticable trace anywhere on the board using a spare
(signal2 in my case) layer. It seems that just the presence of something
on a copper layer will allow the expected layers to be present in the
generated PNG file.
