Yes, you can use a symbol or footprint generator to generate a new one.

Yes.

I have some symbols in:
 http://aspodata.se/git/openhw/share/gschem/

Look at apem_3*.sym, which have common pins with some deviations.
I generated thoose with the generator pintosym.pl [1], with the
apem_3.pins as input file.

One possibility is to take a sym file and make a template pins file
with [2], edit the result and generate a new sym from that. I havn't
used symtopin.pl in a while so it might fail. Use it like
 symtopin.pl src.sym > zz.pins
 edit zz.pins
 pintosym.pl zz.pins
