Presumably your goal is to load data from pcb into some other program. My suggestion to you would be to write a pcb exporter to a format supported by that other software rather than try to write software to parse pcb files. I think this would be easier, and you'd be able to do a more complete job. I'd be happy to show you how, or help you to do this.
