In general, if there is a Kicad (.mod, .kicad_mod) or XML Eagle (.lib)
footprint file or library for something, translate2geda will be able
to convert it.

If there is an XML Eagle layout, translate2geda can still extract
footprints from it, if you change the .brd extension to .lib

For more complex devices like hats or shields with multiple headers or
other components on them, footprints are limited in that layers and
sub components are not really supported.

Ideally, if a Kicad layout (.kicad_pcb) is available, i.e.
https://github.com/xesscorp/RPi_Hat_Template , then pcb-rnd can load
the layout natively, preserving all layer information and distinct
component information.

Similarly, if an XML Eagle layout containing the Rpi2 Hat, for
example, is available, pcb-rnd can be built with Eagle XML support and
can load the XML layout.

There's more than one way to skin a cat, and it sure beats reinventing
the wheel.
