Almost certainly not but all objects except hole are allowed to be on any layer. In my world hole should be allowed to use any drawing primitive because it is hard to predict which will be useful, at least line with rounded edges happens sometimes.

If the tool does not support a feature like for example a hole with rounded edges there is not much else to do than notify the user whatever format is used.
