Let's convert future to now. As a temporary workaround I've incremented the default to 38 in pcb-rnd (in r7461). The final fix will be different: I am planning to make the number-of-layers (and layer groups) dynamic soon (or at least this year); then the (theoretical) limit would be sizeof(long), effectively 2^31 if you want to make your design compatible with pcb-rnd running on 32 bit machines.
