There are a few programs out there that come to mind and may help.
http://librecad.org/cms/home.html
Librecad reads dxf files natively and outputs a limited number of
formats. One of which may help get you there, even if you have to
filter one of those formats to yet a third format. If you can get it
into librecad, you may be able to edit it with librecad to get it into a
format that dxf2pcb can import.
http://www.pstoedit.net/
pstoedit does conversion from Postscript and pdf to many formats, dxf is
one of them. It also has a lot of filtering arguments to massage the
drawing, such as rotation, scaling, etc.
I successfully used pstoedt to take a pcb postscript assembly view file
and convert it to dxf to import into a librecad assembly drawing of my
format. That worked fine.
