The thing about the "other side" is that some things can be moved
as-is to the other side, and other things have to be flipped over.
When you flip something over, you need a reference point to flip it
around. With one element, you'd think "flip around the center" is
obvious, but it isn't alway the right choice, and if you have multiple
elements it's harder, so that extra click tells the flipper what the
point-of-symmetry is for the fip.
For moving traces from one layer to another, there's no need to flip
so no need to ask the user for a flip point.
Other than that, pcb has always had a dichotomy between acting on
"object under cursor" and "selected objects".
