Hi,

I found that I couldn't create a via, or pin, in pcb with a copper annulus
around it smaller than 0.0508mm.  Having a baked-in constant that prevents one
from doing this is not particularly useful.

I've registered this as a bug, and included a patch as an attachment to that
bug: https://bugs.launchpad.net/pcb/+bug/1539882
