I'm not talking about some hypothetical CAD system that pretends to be
a layout program, I'm talking about the PCB we have now.  If you want
to add BBVias to what we have *now*, that's the list.  And I probably
missed some things.

Despite some folks dreams to the contrary, a layout program is not a
generic CAD program.  It has to have *some* understanding of what the
layout *means* in order to be useful to the designer.  Otherwise you
might as well use a paint program.
