I see your paranoia and raise you... at a previous job we checked the
entire toolchain into source control, so that every build was 100%
reproducible.  When you checked out the project, you got the tools
that went with it.

Even then, *our* source control was a layer on top of the vendor's
source control system, because we didn't trust them to preserve
history reliably enough.
