Gene, the reason the holes are split out like that is so you can use different size drill bits for each size hole. You don't use mills that small to drill holes, they'll snap, but I've drilled holes as small as 0.013" with a CNC router successfully: https://www.youtube.com/watch?v=SR1y6Eq19EU (which is 0.0145 but you get the point) What you need is something that does a drill-peck cycle for each X,Y hole location.
