Hypothetical examples of pricing from a vendor:

4 layer board, no blind or buried vias, price = X.
4 layer board, single blind vias (layers 1-2 or 3-4), price = X + 1/2-2/3X.
4 layer boars, single buried vias (layers 2-3), price = X + X.
4 layer board, double blind vias (layers 1-2 and 3-4) price X + X + 1/2X

If the blind and buried vias overlap the same layers (say 1-3 and
3-4), the board is not buildable without controlled depth drilling
(too expensive to consider in most all cases).  For example, say you
have an 8-layer board, and you have blind vias from layers 1-4, and
5-8, and buried vias from 3-6, not able to do that since the blind and
buried involve the same layers.  This is something that needs a DRC
warning.

It is what keeps me using Altium and the less than perfect Windows versions.
