This could be the gettext version problem Vladimir mentioned.  Which 
version of gettext are you using ("gettext --version")?  Did you try 
re-generating the Autotools infrastructure from scratch ("git clean -Xdf" 
from the top source directory deletes all git-ignored files/directories)?
