A few months ago, we looked at the popularity statistics of debian and 
ubuntu. IIRC, the recently-used-numbers for geda-gaf and pcb were both 
in the order of 100. While the members of the mailing list certainly a 
minority, I'd hesitate to call them a "very small minority".
