OK.  Still, "How do you draw the line around where to swap?".  It could be attribs on symbols that contain schematics
or that are packages.

Something like swappable=1.  Might need swappable1=1 swappable2=1 swappable3=1 swappable4=1.

It could be "is inside a module" if creating containing modules/symbols was easy enough.

Easy module creation is wish list thing that's been around for long and no one's done it, so...
