  Sometimes a piece of software is just plain "DONE".  Granted that
doesn't happen very often, but for things like utility libraries (sorts,
database stuff, etc) it's very possible for something to be "DONE".  At
that point, more development often does more harm than good.

  The argument with the coworker that I described above was about
something that was in that state.
