Right.  Typically we'd have a cyclic development process, where we add
a bunch of features or other major changes, do an unstable release,
then bugfix and stabilize for a while and do a stable release.

An unstable release makes it easy for the general public to try it and
provide feedback, both as a feature preview and for bug checking.
