Since someone brought up GTK3 but not Glade it feels like a good idea to bring it up. Here it is https://glade.gnome.org/ and it is probably also available in most Linux distributions.

It is rather fast to get started with but I can't tell if it is a good idea to use for gEDA or PCB but it is certainly worth a look for any developer who work with graphical user interface and have not seen it before.
