Almost all of them are capable to write some code. > Let them. Invariably, there is a portion of the user base that wants to do that, sure. But the majority of the user base just wants to use it. One way to increase the developer community is to increase the user community. Existing developers (whether core developers or that portion of the users) improve the software, which attracts more users, which grows the number of developers. So, we need to cater to both developers and "just users".
