A properly set-up make system just works. Much development can be done 
without even looking at it. Users typically do not see the make system at 
all. No need to argue about it.

By contrast, a language is an interface that has to be dealt with every 
time the code is touched. A scripting language constitutes a user 
interface. When done the right way, it provides power. This has a major 
impact on the potential scope of the project.
