IMO, this is a misrepresentation. I tend to lobby for popular tools
because they would lower the barrier to contribute below my personal
threshold. The project desperately needs more major contributors. But
every major dev has started small.
In addition, the choice of scripting languages does directly affects
users. After all, the power of scripting really blossoms when it is
made accessible to the user.
Currently, geda lacks this power both in gschem and in pcb. Gschem
scripting accessibility suffers from guile. Pcb knows actions. But
there is no way to do anything but a straight list of actions. Neither
can use scripts to add to the UI.
