Note that most of the available parts libraries are dual licensed; GPL
for redistributing the library itself and "free to use" for designs
that include parts from the library.  This is similar to how fonts are
licensed, and tries to avoid [mis]applying the GPL to a hardware item.

As for the specific issue, consider a magazine that publishes
schematics - they might be working off legal advice to always use
their own symbol set "just in case" there are legal issues.
