That's an understatement, and the crux of the problem.

PCB's source is *ancient*.  Even a simple clean-up pass would be a
large undertaking.  It's probably one of the first examples of
object-oriented programming.

There are things we can do now.  It's still important to have a
long-term goal in mind.
