No reason why pcb couldn't present a glyph as a polygon instead of a set of lines. Then it could draw any outline font "perfectly". But to do a bitmap font, we'd need to convert each pixel into a separate polygon (square). The gerbers for either solution would be huge, though. Simple stroked fonts (like pcb's default) are pretty gerber-friendly.
