The problem isn't resizing a polygon (imported graphics are rendered as polygons). The problem is defining an arbitrary "resize buffer" that does the right thing if the buffer has something other than just polygons in it. What if the user asks to scale an element? A hole? At the very least the tool needs to fail gracefully if the user tries to do something "nonsensical". Also, every feature request gets the same advice: write a plugin and see how it works. Try it and play with it. Share it and see what others think of your solution.
