 You can somewhat do that by something like:

cd /Net/cvs/cvs.gedasymbols.org/
cvs -q update -dP

 and including in your gafrc:

$ grep /Net/cvs/ ~/.gEDA/gafrc
(component-library-search "/Net/cvs/cvs.gedasymbols.org/www/user" "cvs")

 Similarily for http:// (wget -x -N -c) and git:// (git pull).
