If they're in the same git repo, built at the same time, and installed
with the core executable, I think that's the best we can do.

The only reason to keep them separate is to keep the core code
"honest" about not fiddling with stuff in the plugins.  Also, it might
help with keeping groups of plugins together, keeping plugins from one
author together, etc - if we think that makes sense.
