When you use PCB with scripts, and you

* load a pcb file into the buffer,
* past it on the current layout to a given position,

and if the cursor position points out of the border of the layout, your
past operation will be shifted to make sure the cursor position would
remain in the layout.

I'm not sure I could express my self good, but I don't see any use of the
cursor position on the layout.
