Xilinix and Altera seem to be watching each other closely. Alteras 
terms could be described in exactly the same words. They provide an 
IDE for free (as in beer) wich works with all but the flagship models.
Functionality for the lower amd middle tier models is alsmost 
unlimited. Altera crippled quartus to use only a single core of the 
host system, though.
