The problem is that pcb appears to handle it as a polygon, rather than a hole in a polygon. I can move the polygon, and the hole moves with it, but since this is my 'all the copper left on the board' poly, it's the size of my board and doesn't move beyond whatever tolerances I managed to miss the edges of the board by.
