Note that bloat's purpose is to account for variations in dimension, not density. It can "fix" some postscript interpreters that are off by a pixel (at 600dpi, that can be significant) or compensate for over/under etching in your process. I've yet to be able to convince any modern laser printers of mine to put down more toner per mm2.
