It would be useful if pcb could have a template layout file used
for new layouts.  E.g., the file $HOME/.pcb/templates/default is
used when the pcb program is started with no board specified.

We could start with just this "default" mode, but in the future, we
could support multiple named templates, e.g., "2layer", "4layer",
"6layer", "2layerNPTH", etc., which could provide not only the
layer stackup configuration but also default DRC settings and so on.
