If you can specify where the tabs are going (easy if your doing your
own panel layout, not so easy with a board service),
and you can make some space at the edge of the board where the tab is
located, you can get clean tabs:

Specify a series of very small drill holes, whatever the smallest
drill the service has, that are as close together as allowed.  The
drill hit is then centered
on what would be the edge of the board.  This puts half of the drill
hit into the board, and half of the drill hit into the tab.  These are
not plated holes,
which is a problem with some places.  If it is done correctly there is
no clean up work.

Caveat with any tab work: Study where the stress goes when the tab is broken.
Putting things like ceramic caps or crystals next to the tab will
result in fractured parts.
If it is a bypass cap the damage is not always immediately obvious.
