Because the license is part of a named tag and not free floating in text 
checking, surveying all the symbols with a script wouldn't be hard.  In 
fact with a little scheming gschem could pop up notification each time 
the over all license of the project gets more restrictive.

Actually I'm not really concerned about that aspect at this point.  I 
have been drawing and generating most of my symbols myself.  The simple 
ones are simple to draw (duh) and the complicated once are less likely 
to be found.  Different Spartan6 sizes anyone?  (btw, I can share the 
symbols themselves if anyone wants them.  I just didn't want to check 
them as I don't have the time to make sure they meet all the correct 
standards)

Firstly though I just need to make sure I understand how the licensing 
scheme works.
