My thoughts... geda needs to support the concept of "libraries" that have symbols, footprints, compontent data, etc. footprint paths should be relative to the libraries, perhaps with a tag for which library it came from. So perhaps the footprint path in pcb should be like djs_library::semis/qfp/48-0.5.fp where djs_library elsewhere maps to where the library is. The "found" locations of the libraries could be stored in the files, but they could be easily changed at startup if the libraries are only found elsewhere.
