Consistency in look and feel is possible, if every project cares on
their part and uses the same style guides. It is easier to maintain a
common look, if everyone is using the same technology.
But we have GTK+-2, GTK+-3, QT-4, KDE-4, Gnome 3, Ubuntu Unity style and
so on. Same look and feel also means, that every application has to quit
with STRG+Q. Mozilla Browser users this but Thunderbird uses STRG+W,
gschem uses ALT+Q, my editor uses STRG+K+X.
Moving to GTK+3 is only a minor step towards consistency in look and
feel, but more a big step towards technical consistency. If you like,
you could help archiving a consistent look and feel between gEDA and
Gnome 3 where possible.
